The initiative to establish an international non-profit association, which would represent the interests of energy sector companies from Central Europe, was prompted by Grupa LOTOS S.A. CEEP was perceived as an answer to dynamic changes in European legislation, with 70% of national legislation being created in Brussels, it is estimated. CEEP was intended to take an active part in the process of the creation of EU laws for the energy sector, and exert real influence. It was founded, therefore, from a group of entities from Central Europe and is thereby called ‘CEEP’ – Central Europe Energy Partners.

Grupa LOTOS S.A. presented its CEEP concept in February 2010, in Gdansk, during an international conference entitled: ‘North European Energy Security Roundtable’, which was jointly organised by Grupa LOTOS S.A. and Windsor Energy Group. This initiative was warmly welcomed by the conference participants. It also received support from the President of the European parliament, Prof. Jerzy Buzek, the EU Commissioner for Financial Programming and Budgeting, Mr. Janusz Lewandowski, the Chief of the Polish group in the EPP, the EP Minister, Jacek Saryusz-Wolski, and from Mr. Vidmantas Grusas (CEO, LitGrid UAB).
